There was the moderating effect of the marketplace environment. There was a huge degree of demand uncertainty for any products that were innovated, which made sales and the knowledge of which products consumers want to buy fuzzy at best. This had a detrimental effect on the market.
The studies conclude that successful product development is an interplay of government, judicial, and managerial outcomes. All must work together to foster industry growth.
